Cuba maintains one of the strictest anti-drug stances in the Caribbean. Cannabis is fully illegal with no exceptions. The revised Penal Code (2022/2023) sets possession penalties at 6 months to 3 years imprisonment. Trafficking can result in 4 to 20 years. Property confiscation is also possible.
There is no medical cannabis program and no indication of reform from the government.
For Tourists
Cuba has zero tolerance for cannabis. Foreign nationals receive no special treatment — being caught with any amount can result in imprisonment, deportation, and a permanent entry ban. Undercover police operations target drug activity in tourist areas like Havana and Varadero.
Come for the classic cars, the music, the mojitos. Leave the cannabis at home.
